Why do random numbers with the same area code keep calling me I ve blocked every single number and haven t picked up on any since I found out that the more I answer the more they call?

I've been receiving calls from random numbers all with the same area code, and it's been really frustrating. I've blocked every single number that has called me, and I haven't picked up on any since I learned that the more I answer, the more they seem to call. Can anyone explain why this is happening? Is there a way to stop these calls for good?
